Game system: Marcher - Empires at War

Marcher: Empires at War is a tabletop game by Golden Dragon Games, with hard plastic 28 mm miniatures by Wargames Atlantic. The world is a skewed 20th century: the Great War never really ended, and the empires fight on with diesel technology and ray guns.
